This Ebracteola fulleri plant conforms better to the cushion than the mat growth habit. The latter is the more common form of the species. What is also uncommon is the clearly visible and not so short pedicels on the flowers in picture.
This raises the question as to identity: either a hybrid, or a misidentification, unless this is merely an exuberant specimen testing its limits, like the child not matching the usual family pattern of physical features (Williamson, 2010; Smith, et al, 1998; iNaturalist).
